Singapore has changed its rule for electricity imports. Previously, imported capacity had to achieve a 75% load factor in every quarter under 2024 rules; the 2025 rule instead requires a 60% load factor averaged over the year. Per 1,000 MW of import capacity, that means up to 5.256 TWh a year instead of 6.570 TWh, about 20% less. Whether the change applies to earlier approvals has not been made public.
